BCBS has announced an Amendment to our Agency contract that contains changes to Agent Compensation in their markets. This is our BCBS 5 state contract (Ill, OK, TX, NM and Montana). Notice the section below that affects commissions. This new amendment greatly limits new commissionable sales in these states going forward as of May 1, 2026.
COMPENSATION SCHEDULE
May 1, 2026
This Compensation Schedule is applicable to new Medicare Plan enrollments effective on or after the date above and shall continue to be applicable, as described in the Amendment, until a subsequent Compensation Schedule is issued by HCSC, or the Amendment is terminated.
A. Initial Compensation for sales of Medicare Plans will be paid at 50% of Initial New Sale rate upon CMS validation of the Member’s Medicare eligibility and enrollment status and the remaining 50% of the Initial New Sale rate will be paid upon receipt of initial premium; except that such payment for sales of Medicare Plans with a $0 premium will be paid at the full Initial New Sale rate upon CMS enrollment validation.Renewal Compensation will be earned and paid to the Producer only after the premium giving rise to such payments is received by HCSC and will continue for as long as the policy is in effect and Producer remains in compliance with the HCSC Medicare Plan Amendment. Renewal Compensation for Medicare Plans with a $0 premium will be paid upon the renewal effective date. All payments for Medicare Plans will be paid in accordance with the schedule set out below.
B. No compensation paid under the Producer Agreement and this Compensation Schedule shall be paid to any Producer that would result in the Producer being paid more than the CMS fair market value cutoffs, as published by CMS. Failure to comply with this provision is grounds for termination of the Producer Agreement.
C. It is Producer’s responsibility to ensure the accuracy of each compensation statement. HCSC will not make adjustments to Compensation payments under the Producer Agreement for non-payment or underpayment that are requested after twelve (12) months from the date of the original payment, or non-payment, by HCSC.

Applies to the Medicare Advantage (MA) and Medicare Advantage Prescription Drug (MA-PD) plans listed below, policies effective 5/1/2026 and after; Initial Plan Year and Renewal Compensation plans listed below count towards the Admin Fee tiering; existing policies effective prior to 4/30/2026 will continue to be eligible for Renewal Compensation only, if any.
- Illinois – Blue Cross Medicare Advantage Basic HMO (H3822-001)
- New Mexico – Blue Cross Medicare Advantage Basic HMO (H3822-002)
- Oklahoma – Blue Cross Medicare Advantage Basic HMO (H3979-001)

Applies to Prescription Drug (PDP) plans listed above, policies effective 5/1/2026 and after. See below on existing polices for Renewal Compensation only, if any.
- Illinois – Any existing IL Basic PDP policies effective prior to 1/1/2022 will continue to receive Renewal only, if any.
- Oklahoma – Any existing OK Basic PDP policies effective prior to 1/1/2021 will continue to receive Renewal only, if any.
- New Mexico & Texas – Any existing NM and TX Basic PDP policies effective prior to 1/1/2023 will continue to receive Renewal only, if any.
